The 2026 Michigan Treasury problem, in plain numbers

If a 2026 letter from the Michigan Department of Treasury does not match your own records, confirm it before you pay a cent. The state’s new system, GenTax, went live on January 26, 2026. Between April 7 and April 28, it mailed roughly 27,000 incorrect “Notice of Adjustment” letters to taxpayers. Refunds backed up for hundreds of thousands of filers. As of July 28, about 145,000 returns covering 122,000 taxpayers were still sitting in the processing queue. The state stood up a public Solutions Tracker for status updates and, on July 22, moved to a new phone system after the old one could hold only about 30 calls at a time.

Here is what that means for a Conway Township taxpayer. A Michigan notice in 2026 is not proof that you owe. Pull your filed return and your payment history, log in to your Michigan Treasury eServices account, and check the amount against your records. Keep proof of every estimated payment and withholding total. If the letter is wrong, you dispute it. If it is right, you deal with it. Either way, do not throw it in a drawer.

IRS debt and Michigan debt are two different fights

The IRS and the State of Michigan are separate tax authorities. They run on different rules, with different collection powers and different deadlines. A plan that clears your federal balance does not touch what you owe Lansing, and vice versa. Most people carrying tax debt owe both, which is why we work them in parallel rather than one at a time.

On the federal side, the tools are an Offer in Compromise, an installment agreement, currently-not-collectible status, penalty abatement, and audit defense. Be realistic about the Offer in Compromise: the IRS accepts only about one in five that it receives. It works when the numbers genuinely support it and gets rejected when they do not, so anyone promising you pennies on the dollar before they have seen your finances is selling something. Michigan runs its own versions. The state has its own Offer in Compromise, created by Public Act 240 of 2014 and filed on Form 5181, along with its own installment agreements and its own state tax lien and levy process. Michigan can also intercept your state refund and apply it to a balance. For 2026, the state individual income tax rate is 4.25%, confirmed on April 15 after general fund revenue fell 1.56% while inflation rose 2.70%, which did not trigger the automatic rate cut some expected.
